Several new Tears Up effects, including Anti-Gravity, do in fact let you go beyond the normal Tear Delay cap. This means they aren't calculated at the time time as most other Tears Up effects, which in turn might mean the numbers I gathered for them (0.16 and 0.32 Tears Up) might be wrong because it might actually work differently.
I'm not sure the best way to test this precisely so I haven't really expanded further on informing people about this stuff yet.
